When it comes to choosing a guide to the Finance Act, this Handbook from Tolley’s is definitely top of the class. Written by expert and experienced practitioners – almost thirty in all -- it presents in convenient format, the full text of the Act, together with accompanying commentary. Note that you can find out which contributor has commented upon which section of the Act -- and which schedule -- in the ‘About the Authors’ segment of the Handbook. You cannot fail to be impressed by the accumulated expertise placed at your fingertips is this compact volume.

Writing in the Foreword, Bill Dodwell of Deloitte LLP points out that this is the final significant Finance Act of the current Parliament. We could also be confronted by a final brief Act, next year, he adds, ‘before Parliament is dissolved for the next General Election in May 2015’. Even sooner, as we write, is the Scottish referendum, which currently looms large on the financial services horizon, the consequences of which are yet to be revealed.

The current Act has introduced a number of changes of which professionals must be aware -- hence the necessity of purchasing this Handbook. It is pointed out in the Foreword that the most significant Budget announcement was the proposal to remove the need for prospective pensioners to take an annuity, scheduled to take effect in 2015. The current Act, however, includes measures regarding income drawdown which will offer people in this position greater flexibility.

Other changes, some controversial, include provisions aimed at restricting the activities of, for example, promoters of tax avoidance schemes (in Part 5) and a substantial relief to those investing in qualifying social enterprises. In the case of these and other changes, the Act should be carefully read and judiciously interpreted.

With this point in mind, it is useful to have a read of the final section of the Handbook –The Finance Debates, which cover a number of areas, from partnerships to pension flexibility, to oil contractor activities.

Thankfully, the Handbook is easy to use, with a detailed contents list and an extensive thirteen-page index, in which, interestingly, almost two pages are taken up with listing the almost innumerable issues relating to tax avoidance!

Certainly, busy practitioners wishing to be thoroughly briefed on the new Finance Act will find this Handbook indispensable as an authoritative work of reference and a convenient research resource.
